The day, which marks the signing of the UNESCO-ILO Recommendation on the Status of Education Personnel in 1966, is now an important lobbying day for educators around the world to make governments put in place the terms laid down in the document.

"In 2007 EI and its affiliates want to make clear that better working conditions for teachers mean better learning conditions for learners. We demand a decent working environment, living wages, equal pay and equal rights for women, initial and ongoing professional development, involvement in policy-making and last but not least collective bargaining to defend and enhance teachers’ rights," said Nxesi, in his address to the Congress participants.

Pendant trop longtemps le système mauricien a produit des personnes dont les résultats ne correspondent pas à leurs capacités réelles (underachievers). L’objectif ultime de chaque système devrait être d’accroître les compétences (learning outcome), mais actuellement, chez nous, ce n’est pas le cas.

● Quels sont les principaux maux dont souffre notre système éducatif ?

Comment établir les filières porteuses pour l’emploi ? Plusieurs institutions tentent d’orienter les jeunes quant à leur avenir professionnel. Mais d’ores et déjà, une tendance se dessine : le “Human Resource Management” a le vent en poupe.

L’université de Maurice, à Réduit, compte proposer d’autres formations en janvier prochain.

Un diplôme n’est plus forcément garant d’un emploi. Surtout s’il ne répond pas au besoin de la main-d’œuvre mauricienne. Pour éviter un début de carrière terni par la frustration, il est impérieux de faire le bon choix. La rentrée universitaire a déjà eu lieu, et déjà une tendance se profile : les étudiants se détournent de la filière Information Technology (IT) au profit des ressources humaines et management.

MAB : rapport sévère sur les "substandard colleges"

Les discussions en cours sur la révision de la formule de paiement de grants aux collèges privés ramènent sur le tapis un rapport très critique du Management Audit Bureau (MAB) sur la situation dans ce secteur. Ce rapport soumis au précédent gouvernement et dont a également connaissance le présent gouvernement, a été gardé secret jusqu'ici, en dépit de demandes insistantes de la part des managers pour sa publication. Le Mauricien livre aujourd\'hui les points saillants de cette étude. Des 23 collèges identifiés par le MAB comme "substandards", il y en a onze qui sont "unupgradable". "These schools in our opinion do not offer any prospect for upgrading", dit le MAB qui n'hésite pas à recommander un éventuel "closing down". Mais cette instance fait aussi mention de ces collèges qui sont des exemples de bonne gestion et qui offrent un service de " high standard".

C'est à l'époque où Kadress Pillay état ministre de l'Education que le MAB a commencé cette étude sur la situation dans le secondaire privé, mais le rapport a été ensuite soumis à son successeur. L'objectif principal de cette étude effectuée à la requête du ministère de l'Education était d'identifier les collèges "which do not meet the minimum standards as laid by the Education Act or PSSA for grants purposes".
